Representative Transactions


Represented California on numerous National Association of Insurance Commissioners committees and task forces and drafted and implemented the legislation creating the Fraud Bureau in the Department of Insurance to help combat insurance fraud.


Involved in numerous major mergers and acquisitions of insurers and agents, and represent policy holders.


Adopted regulations of the Insurance Commissioner relating to individual health insurance policies designed to supplement medicare.

Employment Background


Mr. McNitt began his practice with the law firm of Poindexter, Lynch & Buchanan, with an emphasis on bad faith litigation. In 1971, he became counsel to an insurance group in San Diego which included insurers and a production agency. In 1973, he moved to the law firm of Fredman, Silverberg & Lewis, where his practice emphasized real estate, insurance coverage and general litigation. He took the position of Chief Deputy Insurance Commissioner for the State of California in 1975, where he had primary responsibility for two-thirds of all Insurance Department activities, including administration, unfair claims practices and consumer complaints, financial and market-conduct examinations, licensing and investigation of agents and brokers, legislation, and title insurance. In 1979, Mr. McNitt returned to the law firm of Fredman, Silverberg & Lewis. He moved to the law firm of Barger & Wolen in 1980, where his practice emphasized insurance administrative law. From 1986 to 1990, Mr. McNitt also was one of five directors of New TC Holding Company, a public company, the then largest title insurance group in the country and the parent of the numerous Ticor Title Insurance entities. Prior to joining Blanchard, Krasner & French in 2004, he founded his own firm, McNitt, Schraner & Loeb, in 1990 and later practiced with Chapin Shea McNitt & Carter.
